Current status of external flow of China's excellent publications and countermeasures

The articles indexed by Science Citation Index(SCI) have become more and more important in academic evaluation in China.Under this pressure,Chinese researchers have to publish their works in SCI journals,especially in foreign ones,resulting in an external flow of publications.However,the significant increase of the number of SCI articles does not necessarily mean the growth in impact.The following changes should be made at national level in order to improve this critical situation for both journals and even science and technology in China: 1) improve the academic level of sci-tech journals in China;2) create a searchable database with a good coverage of abstracts of Chinese sci-tech literature as a free resource for all researchers;3) select the top 20% journals with high academic level from the abstract database,provide indexes(such as IF,total cites,H index) annually,and personalize data services.
