The invention discloses an intergraded method for designing and constructing a semi-rigid base material. The method comprises the following steps of: surveying meteorological data of different months within a region in which a road is built, introducing the concept of temperature summation, and computing environmental parameters of different construction seasons; carrying out the mix proportion design on the semi-rigid base material, and carrying out lateral-confinement-free compression tests on the semi-rigid base layer material at different ages and under different curing conditions; establishing a relationship between the construction environment and the strength of the base material through indoor tests; and establishing the intergraded evaluation index for designing and constructing of the semi-rigid base material to carry out intergraded evaluation. After the intergraded method is used, the action of actual environmental factors can be considered at the design stage, the actual environmental factors can be reflected by the indoor test results as much as possible, the pavement performance evaluation method of the semi-rigid material can be perfected, the disjunction between the indoor test result and practical application can be alleviated, the strength criteria under different construction seasons can be provided, and the control index can be provided for the construction and the design of the semi-rigid base material in different construction seasons.
