From the figurational sociology of Norbert Elias, where conflict and power are inherent in all social relations and where each group or individual has a fraction of power, I will seek to explore in this article the relations of power, domination and tensions between residents, police and traffickers in two favelas of Rio de Janeiro with Pacifying Police Units (UPPs). Thus, I see the growing tension between police and residents as well as disputes over the standardization and development of rules of social life in the slums. The growing tension between police and traffickers has led to questioning of police authority, legitimacy and acquiescence. These factors confirm the idea of slums as targeted spaces and marked by intense disputes of political, economic and symbolic power. Key characters in these scenarios are: community leaders, managers of local public policies, traders, police and traffickers.
