A heat pump type total heat recovering fresh air treating machine belongs to the energy utilization technology and the field of air conditioning and comprises an exhausting part, a fresh air treatment part, a heat recoverer and a heat pump system. The heat pump part comprises a compressor, a condenser, an evaporator and a throttle valve. In summer, the fresh air treating machine uses low-temperature low-humidity exhausting air indoors to exhaust condensing heat of a refrigerating system, and in winter, the fresh air treating machine uses high-temperature high-humidity exhausting air indoors to remove evaporation cold capacity of the refrigerating system. The heat pump system provides cold capacity and heat capacity required by the fresh air treating system.
