The invention relates to a system for semi-closed environment and regional personnel management based on an RFID technology. The system comprises a perception layer, a network layer, and an application layer. The perception layer is used for perception and acquisition control of personnel information which is in the region and accesses the region. The network layer is used for receiving data information obtained by the perception layer, and performs information data processing, access, and transmission control. The application layer is used to receive data information sent by the network layer, and performs personnel management, access management, leave management, authority management, and identification card management releasing control. The invention also relates to a method for realizing semi-closed environment and regional personnel management control based on the system described in a first claim. Using the system and the method for semi-closed environment and regional personnel management based on the RFID technology, regional personnel management and personnel leave management which is graded in authority and uniform in person and identification card are realized, thereby ensuring unification of the person and the identification card, effectively preventing problems of swiping a card on behalf of others and missing to swipe a card. The system has reliable working performance, and relatively wide in application range.
