The invention relates to a fully-sealed membrane type emergency floating recovery device, which belongs to the technical field of underwater salvage recovery. The recovery device comprises a shell body, a shell cabin cover, a bag capsule component, a hydraulic membrane drive mechanism, a gas cylinder component, a gas cylinder container cabin, a gas cylinder component bracket, a hydraulic drive mechanism cabin, a gas supply pipe, a gas supply nozzle, a flexible pipe, a contraction rope and a self-locking device; when the device sinks below a set depth, the external water pressure generates a certain pressure on the rubber membrane of the hydraulic membrane drive mechanism through a bag capsule cabin; when the water pressure is higher than the set pressure borne by a pressure spring, the rubber membrane drives a driving rod to push forward a hollow thimble to pierce an end enclosure on the gas cylinder component; compressed gas in the gas cylinder component enters the bag capsule component through a gas supply pipeline along the inside hole of the hollow thimble, so that the bag capsule component is gradually inflated to push the shell cabin cover open; the bag capsule component breaks away from the shell body and floats into water; and the shell body and underwater detection equipment gradually rises to a water surface in a way that the shell body and underwater detection equipment are carried by the contraction rope.
