Road management planning: Wangaratta case study

The Rural City of Wangaratta's Road Management Planning was undertaken between 2003 and 2004 to comply with Victorian government legislation and reduce risk to road users and the council. The planning included a road maintenance Best Value review process, the use of organisational-wide cross-functional teams, co-ordination with the North East Victorian Asset Management group, local road hierarchy review, and piloting of the draft plan. Formal public consultation issues, inspection documentation, municipal boundary issues, region wide consistency with road hierarchies and road register issues are discussed. Memoranda of understanding with other road authorities, the impacts of codes of practice, the statutory process and history of road management planning is also explored.
