The invention relates to a carbon-fiber-reinforcement external pre-stressing tension anchor device and an anchoring method. The carbon-fiber-reinforcement external pre-stressing tension anchor device comprises an L-shaped steel plate, a double-sleeve screw device and a clip-type anchorage for fixing a carbon fiber reinforcement, wherein the L-shaped steel plate can be fixed with a beam through a bolt, and two side faces of the L-shaped steel plate are welded with steel sheets; and a hole is formed in the middle of the double-sleeve screw device, the carbon fiber reinforcement can penetrate through the hole, and the double-sleeve screw device can be manually twisted. The device has the advantages simple structure, convenience in installation construction and short period and quickly reinforces the beam on the premise of uninterrupted traffic, the beam is not damaged in the whole installation process, and the size of pre-stressing is controlled and adjusted in real time through the double-sleeve screw device. As the structure is simple, other force applying devices are not used and the traffic is not interrupted in the installation force-applying process, and the economic cost is effectively saved.
