Model Kesiapsiagaan terhadap Tsunami pada Masyarakat di Daerah Rawan Tsunami

Bencana Tsunami unik karena biasanya terjadi beberapa menit sampai beberapa
jam setelah gempa bumi. Indonesia rentan terhadap tsunami karena terancam
oleh dislokasi lempeng aktif di sekitar nusantara. Untuk mengurangi risiko dan
mempersiapkan orang-orang terhadap bahaya, dibutuhkan model yang terdiri
dari variabel penting yang mempengaruhi tingkat kesiapsiagaan. Model tersebut
belum tersedia untuk orang-orang dengan budaya yang sangat kolektivis seperti
Indonesia. Penelitian ini bertujuan untuk menguji model kesiapsiagaan tsunami
pada masyarakat di daerah rawan tsunami yaitu Parangtritis dan Aceh
berdasarkan perspektif sosial - psikologis. Model dalam penelitian ini
dikembangkan dari kerangka model kesiapsiagaan tsunami Paton, Houghton,
Gregg, dan kawan-kawan (2008) yang dikembangkan di Kodiak, Alaska Amerika
Serikat . Variabel-variabel penelitian ini merupakan (1) persepsi individu terhadap
kemampuan diri yang terdiri dari variabel pengharapan hasil, (2) persepsi
inidividu terhadap kemampuan anggota masyarakat lain yang terdiri dari variabel
efikasi kolektif, partisipasi masyarakat, dan rasa kemasyarakatan, serta (3).
persepsi individu terhadap institusi yang terdiri dari pemberdayaan dan
kepercayaan. Semua variabel tersebut saling berinteraksi terhadap keputusan
seseorang untuk bersiap-siap terhadap tsunami yang dimediasi oleh niat bersiapsiap
menghadapi tsunami. Subyek penelitian ini adalah 476 orang di Parangtritis
dan 483 orang di Aceh. Mereka tinggal atau melakukan kegiatan di daerah rawan
tsunami, berjenis kelamin laki-laki dan perempuan. Data dikumpulkan dengan
menggunakan skala kesiapsiagaan terhadap tsunami, skala pengharapan hasil,
skala partisipasi masyarakat, skala rasa kemasyarakatan, skala efikasi kolektif,
skala pemberdayaan, skala kepercayaan, dan skala niat. Untuk mengetahui
validitas konstruk setiap item digunakan confirmatory factor analysis (CFA)
sedangkan untuk menguji model kesiapsiagaan tsunami menggunakan estimasi
the maximum likelihood (ML) dengan perangkat lunak Analysis of Moment
Structures (AMOS) versi 18.0. Hasil penelitian menunjukkan bahwa (1).
Pengharapan hasil tidak perlu dipisahkan dan tetap dapat dijadikan dalam satu
kontinum (2). Rasa kemasyarakatan menjadi variabel yang penting dan model ini
tepat diterapkan pada masyarakat yang berbudaya kolektif. (3). Masyarakat pada
budaya kolektif perlu diberdayakan untuk menjadi percaya dan berniat untuk
bersiap-siap menghadapi bencana, (4). Model teoritis yang menyatakan rasa
kemasyarakatan dan pengharapan hasil, melalui efikasi kolektif, partisipasi
masyarakat, pemberdayaan, kepercayaan, dan niat terhadap kesiapsiagaan
tsunami sesuai dengan data empiris di Parangtritis, Aceh, dan Indonesia.

Tsunami disaster is unique as it normally happens minutes to hours after an
earthquake. Indonesian is prone to tsunami that may be triggered by active
plates dislocations surrounding the archipelago. In order to mitigate the risks and
to prepare the people against the hazard a model that relates important variables
influencing the degree of preparedness is required. Such model is not yet
available for people with highly collectivistic culture such as Indonesia. This study
aimed to test the model of tsunami preparedness of the community in tsunami
prone areas, such as Parangtritis and Aceh, based on social-psychological
perspective. The model in this study developed from tsunami preparedness
model framework of Paton, Houghton, Gregg, et al (2008) which developed in
Kodiak, Alaska United State. The variables of this study is (1) individual's
perception on his/her ability in facing disasters that consist of outcomes
expectancy, (2) individual's perception of the ability of other community members
and their environment that consists of collective efficacy, community participation,
and a sense of community, and (3) individual's perception of an institution that
consists of empowerment and trust. All these variables interact with each other
on a person's decision to prepare for a tsunami that is mediated by the intention
to prepare for tsunami. The subjects of this study were 476 residents of
Parangtritis and 483 residents of Aceh. They live or conduct activities in tsunami
prone areas. The gender is both men and women. The data was collected using
a tsunami preparedness scale, outcome expectancy scale, community participant
scale, sense of community scale, collective efficacy scale, empowerment scale,
trust scale, and intention scale. Confirmatory Factor Analysis (CFA) used to
determine the construct validity of each item, whereas Analysis of Moment
Structures (AMOS) version 18.0 software used to test the tsunami preparedness
model using the maximum likehood (ML) estimation. The result showed that, (1).
The result expectancy need not to be separated and remain able to be used in a
single continuum, (2). The sense of community becomes an important variable
and the model is appropriate in civilized society collectively, (3). The
Communities in the collective culture need to be empowered to believe and
intend to prepare for disasters, (4). The theoretical model that expressed a sense
of community and outcome expectancy, through collective efficacy, community
participation, empowerment, trust, and intention towards tsunami preparedness
accordance with empirical data in Parangtritis, Aceh, and Indonesia
