The invention discloses an advanced oxidation pollution control technology. The method adopted by the technology is as follows: an electrolysis catalytic method is adopted to prepare hydroxyl radical, and the sewage/sludge is subjected to oxidation pollution control by using hydroxyl radical. The invention also discloses an oxidation pollution control device which realizes the method adopted by the technology. The device includes a housing, a UV emitter, an inlet, an outlet, an electrolysis reactor, an anode and a DC power supply, wherein the anode is cylindrical and mounted in the housing; the axis of the anode is collinear with the center line of the housing; the anode is a conductor and is made of titanium; the housing and the anode are both connected with the output end of the DC power supply, so that the housing forms a cathode; the cavity between the anode and the cathode forms a reaction chamber; the electrolysis reactor is positioned in the reaction chamber; the UV emitter is mounted on the housing and irradiates ultraviolet rays towards the middle part of the reaction chamber; the inlet and the outlet are both formed in the housing; the electrolysis reactor is a transparent insulating shell filled with a catalyst; the catalyst is activated carbon carrying titanic oxide; through holes are densely distributed on the transparent shell.
