The total financial expenditure trend in China is suitable to the economy progress, but its structure still exsits some problem and can't adapt to the development request from the new period economy and society completely, such as the exorbitant economy developments expenditure and the scant social public expenditure, the overquick increasing administrative expenditure,and the lower national defense expenditure,etc.So we should reduce the economy development expenditure, increase social cultural educational expenditure, deepen administrative institution reformation, control the administrative expenditure, increase national defense fund and promote national defense modernized.
