Another possibility ofsecondary electron generation with alongdelay timeafter bunchpassing isthesecondary ion-electron emission. Themodelofelectron cloud build upwithsecondary ion-electron emission asthesource of delayed electrons ispresented anddiscussed. Thismodel canbeusedfortheexplanation ofbunched beam instability inLosAlamos PSRwithelectron survival after thegap,fortheprediction ofe-cloud generation inSNS, andcanbeimportant forthepressure rise inwarmand coldsections ofRHIC.A fastdesorbtion byionof physically adsorbed molecules canexplain the"first pulse instability" observed inLAPSR.
