Contexto histórico y evolución del SGP en Colombia

En este documento se estudia el funcionamiento reciente del sistema de transferencias, en particular a partir de la creacion del Sistema General de Participaciones (SGP). De igual forma se analiza el balance entre las competencias y los recursos de los gobiernos subnacionales y se ofrecen algunas recomendaciones en el marco de una futura reforma al SGP. Los resultados dejan ver un sistema de transferencias complejo, no solo en su estructura sino en los criterios de asignacion de los recursos. En cuanto a los logros de la ultima reforma, se encontro que en general las metas establecidas no se cumplieron, que estas se fijaron unicamente en cobertura y no en calidad y que no hicieron una diferenciacion para las areas rural y urbana. En cuanto al paralelo entre competencias y recursos, se encontro que los departamentos estan en desventaja en relacion a los municipios si se tiene en cuenta que son los que menos recursos reciben y con mayores responsabilidades a cargo, especialmente en su papel de gestores de las competencias de los municipios no certificados.*****ABSTRACT: This paper analyzes the recent developments of the transfers’ system in Colombia, in particular, from the creation of the Sistema General de Participaciones (SGP). Also, the balance between responsibilities and revenues of subnational governments is examined, and recommendations within the framework of a future reform to the SGP are given. The results show a complex transfers’ system both in terms of the structure and the criteria of allocation. Concerning the goals achieved within the last reform it was found that: they were mostly not met; they were only established for coverage but not for the quality of the public services; and these goals do not make any distinction between the urban and rural population. Regarding the parallel between responsibilities and revenues of the subnational governments, it was found that departments, compared with municipalities, are the ones with the lowest revenues along with the largest number of responsibilities, especially when considering their role of managers of non-certified municipalities.
