On the territory of the municipal formations of the Samara Region, there are both single local markets for housing and communal services of the region and local markets on the territory of municipalities that do not coincide in their boundaries, but overlap and intersect each other. This is due to the fact that, on the one hand, the housing and utilities market belongs to natural monopolies for a certain number of services, and on the other hand, the ability to have a large number of organizations that provide competitive services is limited to the number of consumers, consumption volumes and high maintenance costs of organizations-producers of services.
