A pre-alarming system of telecommunication network management comprises the first subsystem for collecting event information relating to each network element in telecommunication network, the second subsystem for calculating out trust index of each network element according to said event information, the third subsystem for querying trust index of each network element and for obtaining network element with low trust index through statistics of trust index on each network element as well as for carrying out alarming in advance.
