Explaining the superior urban management, a model for improving urban management in developing countries

The third millennium is the beginning of numerous evaluations requires changes and revision in urban management process and structure. Processes such as globalization, demanding democratic process, tendency for government based expansion ideas, and tendency to optimal management. Third World urban challenges and changes in attitudes about sustainable urban development have led to a renewed relationship between state, market and civil society in public affairs management and its development. In this regard, necessity of evaluation of the management system and urban planning of developing countries and following up flexible, democratic and participatory approaches has become inevitable affairs. On the other hand, although there are some different managing models across the world, some common models of them are council-mayor (strong mayor-weak mayor), council- city manager, commission and collective leader. Therefore this study purpose is studying and accessing superior urban management among provided models to explain a model to promote developing countries urban management. Analytical – applied method is used. Ten selected metropolitans (New York, London, Amsterdam, Kuala Lumpur, Portland, Dubai, Istanbul, Johannesburg, New Delhi and Toronto) were studied to obtain article's purpose in mentioned urban management models and structural dimensions of urban management in their internal and external environment were measured through weighting model with 22 components. Research results show that council- strong mayor model can be considered the suitable urban management model for developing countries because of its more efficiency as the superior model.
