The invention belongs to the technical fields of water treatment and provides a multiphase multifunctional polymerized titanium-iron composite medicine, which is composed of waste acid filter press cake, and potassium permanganate synthetic powder, powdery activated carbon and sodium polyacrylate, wherein the mass percentage ratios of the potassium permanganate synthetic powder, the powdery activated carbon and the sodium polyacrylate are respectively 73-94.5%, 4.5-26% and 0.5-1.5%. The medicine integrates the advantages of flocculation, oxidization, primary nucleons and adsorption and the like of the components, so that the medicine is good in organic substance and chroma removal effects. In the invention, by means of change of relative contents of the components in the medicine, the medicine can be used for selectively removing certain pollutants high-effectively on the basis of character requirements of different water qualities. The effective components of the medicine are optimized. The medicine is less in usage quantity and can save cost. The synthetic technology is carried out normal pressure, is simple in process and is easy to complete. The composite medicine can be used in the fields of low-temperature and -turbidity water, low-temperature and -turbidity secondary biochemical effluent, and especially in the fields of treatment on the low-temperature and -turbidity water and low-temperature and -turbidity secondary biochemical effluent being high in chroma and organic substance content.
