The outer oil pipe is internally provided with an inner oil pipe, a lower-layer control valve and a lower-layer well mouth water distributor are connected and arranged at the top of the inner oil pipe; and the lower end of the inner oil pipe is connected and provided with an underground water knockout vessel. The wall of the sleeve is fixedly provided with a middle-layer water injection pipe that is connected and provided with a middle-layer control valve and a middle-layer well mouth water distributor. The wall of the sleeve is fixedly provided with an upper-layer water injection pipe that is connected with an upper-layer control valve and an upper-layer well mouth water distributor. The tubular column has the effects of realizing fine layered water injection, avoiding underground flow test, reducing interlayer interference and improving water injection development effect. Due to adjustment on the ground, the layered water quantity is intuitive, simple and convenient, and accurate, and the separated injection or the single-layer injection can also be realized.
