Public interventions in thefishery sector are characterized by a modernist type ideological model, notable to take into consideration the actual dynamics of thefishery system. The Senegalese semi-industrial hand-linefishery, as a perfect illustration, shows that any technical innovation or improvement of the production system should take into account the economic and social context.
