The invention relates to a safety monitoring measure of sub-synchronous oscillation/resonance (SSO/SSR) in an electric power system, and discloses a sub-synchronous oscillation multi-level monitoring method of identifying the sub-synchronous oscillation and adopting control and protective measures by a power plant side in coordination with a power grid side. The method comprises the following steps: arranging a unit shafting torsional stress relay (TSR) and a bypass controller in the power plant and the power grid; adequately utilizing the characteristic that the TSR has the highest sensitivity of detecting the sub-synchronous oscillation; identifying different stages of the sub-synchronous oscillation by the TSR setting; adopting different measures including a power plant side warning, bypass serial compensation capacitor or other power electronic devices on the power grid side and removing a set from the power plant according to the different stages of the sub-synchronous oscillation. The method can smartly and accurately identify the sub-synchronous oscillation in the power plant and the power grid, determine the corresponding strategy and measures according to the extent of damage of the sub-synchronous oscillation, and provide an effective method for the power plant and the power grid to harmoniously monitor the sub-synchronous oscillation.
