The invention discloses a device and a method for efficiently recycling fluid heat. The device comprises a plurality of heat exchange units and a heat conservation unit, wherein the heat conservation unit is connected with the plurality of heat exchange units so as to mutually isolate the plurality of heat exchange units to conserve the heat independently; the heat exchange unit is provided with a discharge fluid flowing channel and a heating fluid flowing channel, and the discharge fluid in the discharge fluid flowing channel and the heating fluid in the heating fluid flowing channel are subjected to heat exchange; two communication channels are arranged between each two adjacent heat exchange units; the first communicating channel is communicated with the discharge fluid flowing channels of the two adjacent heat exchange units; a second communicating channel is communicated with the heating fluid flowing channels of two adjacent heat exchange units, so that the plurality of heat exchange units are serially communicated. The heat exchange is realized in different steps through the plurality of heat exchange units in an independent and thermal insulating mode; the temperature difference between the discharge fluid and the heating fluid in the heat exchange units is reduced, so that the heat energy recycling efficiency is improved; and moreover, the heating fluid has utilization value, and the optimal benefit in energy conservation and emission reduction is realized.
