A Performance Evaluation System and Empirical Study of the Regulations on Open Government Information

Government information disclosure is a necessary requirement for protecting citizens' right to know and promoting the modern governance. It's been six years since the promulgation of Regulations on Open Government Information People's Republic of China. The performance of governments at all levels on how to promote its implementation has triggered a wider concern in social circles. By summarizing similar studies, and as a special case of AHP, this article uses the basic concepts and methods of government performance evaluation to build an index system to evaluate the governments' performance of promoting the Regulations, which was adopted in the 2012 empirical research on 31 provincial governments as well as 39 departments of the State Council. The findings show that, mean score of provinces was68.31, and 62.67 of departments; there are still some prominent common problems, for instance, the information opening standards are not clear, the specific implementation is poor, the monitoring systems and social comment are still absent. These all need to be improved in terms of work ethics, good mechanism and technical systems.
