A Model of a New e-Learning Shell Authoring Tool

The paper discusses the development of a new authoring tool for the needs of the new SCORM conformable e-Learning Shell (eLSe) Software Platform. The old version of the e-Learning platform and its variations is installed in 14 Bulgarian Universities and also in educational organisations in Germany, Hungary and Russia.
