Providing the foundation for the development of self-sustaining family planning services: FPMD and FEMAP.

In its new population strategy USAID/Mexico has decided to divert funding support from nongovernmental organizations (NGO) which provide family planning services in Mexico to public sector programs. Most family planning services in Mexico are provided by the public sector. This strategy has been adopted with the goal of strengthening the public sectors ability to provide services to traditionally underserved populations in the southern part of Mexico and in marginal urban areas. NGOs will therefore have to reduce their dependence upon the US Agency for International Development (USAID) if they wish to survive. This paper describes work done in preparing the Mexican Federation of Private Family Planning Associations (FEMAP) to become financially autonomous over a four-year period. FPMD and the Population Council have worked together with FEMAP since April 1992 to that end. Sections describe the collection of client profile information; the analysis of market potential competition and costs; and results conclusions and recommendations.
