Public health policies are the set of rules, mandates, organizations and institutions of public and private nature, organism’s direction, control and surveillance measures to the satisfaction of the public health service and its continuous improvement over time through legal and administrative procedures developed by the Nation and the Entities Descending Territorials. this so generic and abstract concept in the object of this investigation it can be stated that public health policies implemented in the community peace of the neighborhood are not consistent in entirely with the constitutional principles and statutory progressivity , efficiency, integration, universality, participation, solidarity and unity. Because of the programs in health promotion and prevention are not ideal enough to conjure effects and meet the demands of the community, as well as the inhabitants of this not sufficiently participatory civic culture and to be part of the public health and responsibly exercise their right to timely access to comprehensive care of the public service mentioned.
