The system comprises an upper-layer surface flow constructed wetland treatment system and a lower-layer biochemical treatment system, wherein all the bottoms of a primary filter tank, a final filter tank and a baffling constructed wetland of the upper-layer surface flow constructed wetland treatment system are paved with filter paddings; plants are planted on the primary filter tank, the final filter tank and the baffling constructed wetland; a water collecting tank, a hydrolyzing tank, an aerobic tank and a clean water tank of the lower-layer biochemical treatment system are separated by adopting walls; the separating wall of the water collecting tank and the hydrolyzing tank is provided with a channel; the hydrolyzing tank and the aerobic tank are provided with drainage pipelines communicated to the upward side of the constructed wetland; the aerobic tank is provided with an exhaust pipeline extending to the air; the primary filter tank is arranged above the water collecting tank; water inlet holes communicated with the water collecting tank are uniformly formed in the bottom of the primary filter tank; the final filter tank is arranged above the clean water tank; water inlet holes communicated with the clean water tank are uniformly formed in the bottom of the final filter tank; the baffling constructed wetland is arranged above the hydrolyzing tank and the aerobic tank.
