The article describes the process and findings of research that characterizes public education policies related to Information Technology and Communication (ICT) in Colombia between the period 1990 to 2008 where he eventually concludes that the policies are recent and are focused to develop ICT as a productivity tool and learning resource. The methodology variables taken as a basis for the design of public policies in the information society of the Economic Commission for Latin America associates (OSCILAC, 2005) with the technical infrastructure, skills and knowledge encoded and transmitted in standards, content and public applications instruments that include incentives, regulations and strategic guidelines and its public policy implications of using documentary analysis of public policies supplemented by interviews with technology experts, teachers and administrators of educational institutions.
