CSAO and VS NIIFTRI International Cooperation Observing Program on PHA I and Its Primary Results of Testing Observation

SAO and VS NIIFTRI ho reached an agreement on moving the PHA I to Irkutsk in order to eliminate the blind cone in the determination of star declination.The PHA I has ben revised and could work on the almucantar with zenith distance of 45°The new observing program consisting of 668 star transits (among them 324 are FK5 basic stars, 344 FK5 extention and supplement)with limiting magnitude of 9. 5 was made,among which 203 stars are double transits,262 stars single transit. The declination of the stars cover a zone from +8.4°to +74. 4°with a large span of 65. 5°,over which the blind cone of declination determination could be eliminated just with PHA I observations.The results of one month testing observation in Irkutsk has shown that both PHA I and observing site are quite good for star catalogue, Earth rotation and plumb line measurements.
