The invention relates to a high-toughness boracic carbon structural steel plate roll and a production method thereof. The high-toughness boracic carbon structural steel plate roll comprises the following components by weight percentage: less than or equal to 0.30% of carbon, less than or equal to 0.50% of silicon, less than or equal to 1.70% of manganese, less than or equal to 0.035% of phosphorus, less than or equal to 0.035% of sulfur, 0.015-0.050% of aluminum, 8-50 ppm of boron and the balance of iron and microimpurities. The extensibility, room temperature impact toughness and low temperature impact toughness of the existing carbon structural steel and low alloy steel with the yield strength of 215-345 MPa represented by Q235 and SS400 are improved by boron microalloying and structure homogenization.
