The Effect of Air Force Equipment Management System Controls on Demands for Low Cost Equipment Items.

Abstract : Several studies have been conducted by Major Air Commands and by students at the AFIT School of Systems and Logistics concerning the cost effectiveness of placing Air Force Equipment Management System (AFEMS) controls on low cost equipment items. The USAF decision to remove controls from some equipment items provided an opportunity to study the resultant effects. Four hundred and twenty-four items on which AFEMS controls would be eliminated were identified. Demand and cost data were accumulated on all these items at 31 USAF bases and on a lesser number of items at the New York GSA region for a two year period--one year before controls were removed and one year after. Demands over the two years were analyzed with respect to total demands, demands in specific Federal Supply Groups (FSG), and demands in specific cost categories. (Modified author abstract)
