The utility model discloses a device which can use solar energy and air thermal energy extracting technique to store heat and generate electricity. The device comprises two main parts: a heating and thermal storage unit and a thermal storage and power generation unit, wherein, the heating and thermal storage unit comprises a solar energy and air thermal energy device (1) and a thermal storage tank group (2), wherein, the solar energy and air thermal energy device (1) is switched into voltage input, and then is respectively connected with each thermal storage tank of the thermal storage tank group (2); the thermal storage and power generation unit comprises a high-efficiency heat exchanging and vaporizing device (3), wherein, the front part of the high-efficiency heat exchanging and vaporizing device is connected with the thermal storage tank group (2) of the heating and thermal storage unit; and the tail part thereof is connected with an expanding vessel (4), and then is connected with a steam turbine (5), an electric generator (6), a rectifying device (7) and a power transformation device (8) in sequence to output voltage. Meanwhile, after being connected with a condensing device (9) and a current-collecting device (10), the steam turbine (5) is connected with a dynamic compression device (11), and finally is connected to the high-efficiency heat exchanging and vaporizing device (3) for running cyclically. The utility model has the advantages that the purposes for security, environmental protection, energy conservation and effect enhancement are achieved.
