Application on Flood Insurance in Flood Resource Management

As an important means of flood management,flood insurance is paid to more and more attention.After analyzing the domestic and international strategy for flood insurance,the opportunity,manner and system on China actualizing flood insurance are studied.The study is based on China′s existing social system, water conservancy project status,economic and social development trends,the development of the insurance industry profiles,and applies economics,insurance studies,systems engineering and other theories.The flood insurance expectation utility model is built,which can effectively express the insurance attribute and value orientation of the insured and assure.This model has some value of theoretical guidance and application.Some recommendations and the flood insurance framework that suits China′s national conditions and the social mechanisms are brought forward.
