Improvement of degraded picture quality due to scanning frequency difference between TV camera and PC display with CRT

This paper describes the picture quality degradation process and its improvement for TV picture which includes one or more CRTs for PC data presentation. The degradation is usually observed even in broadcast TV programs, since scanning frequency is different between television and CRT displays for PC. In general, a TV camera may be in motion while PC displays are not, but placed on a desk. Degradation is found only on PC display area in the TV picture. Relative motion between TV camera and PC display(s) can be cancelled by motion compensation. After motion compensation to detected PC display area, a pixel-wise filter, mostly median filter, is applied using a few neighboring TV frames, resulting in improved quality without visible degradation as long as still images are shown on PC.
