The invention discloses a looped network shock-free switching off and off device. When the looped network shock-free switching off and off device is used, the device is connected to two ends of the looped network breaker in parallel. The looped network shock-free switching off and off device comprises an isolating switch, an electric power transformer and an energy-storage type voltage source transformer, wherein the energy-storage type power source transformer comprises a voltage source converter (VSC), a DC/DC (direct current) converter and an energy storage battery. The looped network shock-free switching off and off device can be used for reducing or eliminating impact current generated on the breaker when the looped network breaker is switched on, and impact voltage generated during switching off, and therefore the service life of the looped network breaker is prolonged. The looped network shock-free switching off and off device and the traditional looped network breaker are mutually connected in parallel to form the looped network breaker disclosed by the invention. Correspondingly, the looped network breaker has the characteristics of safety in switching on and off and long service life.
