The current study aims at showing the role of the local authorities in the improvement of the health status of the population. It has as specific objectives to raise the main strategies of Health Communication used in Rwanda within the period 2003-2008 for solving the main health issues and to show the role played by local authorities in the process of resolution of those problems. A sample of 1690 individuals from ten Districts covered by the health programs funded by Global Fund for HIV and AIDS-Tuberculosis and Malaria program was the subject of the study. In addition, deep interviews were carried out at the partners and institutions of the Ministry of Health in charge of the development of the prevention programs of those health issues. The main findings of the study are: prevention programs for the main health issues were developed and are operational on the field. The majority of the respondents (84%) received information on health through the social mobilization by the channel of local authorities whereas the reception of the messages on health through the Community Health Workers and health providers represents for successively only 27 and 20% of the respondents. We recommend to local authorities to continue to be actively committed in the transmission of the messages related to health in the interest of their population respectively.
