Inthe area around Beijing exists a poor belt which is characterized with high poverty incidence,low-level economic structure andinefficient growth.Based on analysis of the status,causes and effects on Beijing’ssocioeconomic development of the areas,the paper puts forward the basic idea,guiding principles and policy-oriented suggestions on howto promotethe development of these areas and meanwhile discusses measuresfor Beijingtotake duringthe Eleventh Five-year Plan Period.
