An apparatus and a method for producing digital mapping by using airborne laser surveying data are provided to generate three-dimensional laser surveying data by using a combination of a LiDAR(Light Detection And Ranging) module, a GPS(Global Positioning System) module and an INS(Inertial Navigation System) module to reduce a time required to produce contour lines and improve accuracy. An apparatus for producing digital mapping by using airborne laser surveying data includes a navigation system, a LiDAR module(6), a data corrector(8), and a contour extractor(10). The navigation system generates position information of an aircraft by using a GPS module(2) and creates posture information of the aircraft by using an INS module(4). The LiDAR module is included in the aircraft, measures the time, for which projected laser light arrives at an object and returns, and calculates laser surveying data including altitude information. The data corrector corrects the laser surveying data based on the position information and posture information of the aircraft to generate three-dimensional topography data. The contour extractor produces plane altitude data from the three-dimensional topography data and generates contour information.
