UNIFORMAITY OF BLOCK DESIGNS

This paper is concerned with uniformity of block designs with one or two block factors. The authors show that the balance and the uniformity of block designs with the same parameters are equivalent under certain conditions, where uniformity is measured by a general discrete discrepancy.
