The invention discloses a general-purpose internal circulation fenton reactor treating difficult-to-degrade organic wastewater. The reactor structurally comprises a water inlet, a mixing area, a baffle, a first sleeve, a second sleeve, a third sleeve, ultraviolet lamps, an overflow groove, a water outlet, an external reactor wall, a first reaction area, a second reaction area, an aerator and an air inlet, wherein the reactor is a covered barrel; a cylinder is arranged at the upper part of the reactor; a circular table is arranged at the lower part of the reactor; the water inlet and the aerator are formed and arranged at the bottom of the reactor; the three sleeves with the opened lower parts are arranged in the middle of the reactor; the reactor is divided into the mixing area, the first reaction area and the second reaction area; the overflow groove and the water outlet are formed at the upper part of the reactor; the reversely-arranged horn-shaped baffle is arranged at the bottom of the reactor; and the ultraviolet lamps are distributed in the reactor. The reactor has a better treatment effect on the difficult-to-degrade organic wastewater; a heterogeneous catalyst is circulated among the reaction areas of the reactor, and can be recycled; and a mineralization degree of an organic pollutant is high.
