The invention provides an analysis method for power outage risk and reliability based on full-web topology and relates to the analysis method for the power outage risk and reliability of a power grid. After the full-web topology is changed, a risk assessment result is inaccurate. The analysis method comprises the following steps: acquiring models and measuring data for a power transmission network and a power distribution network; judging whether a calculating object of the data is real-time data or research data; acquiring modifying information and modifying the models and the measurement data; confirming a probability value; performing static safety analysis and giving an out-of-limit device and a power outage device; for the out-of-limit device, switching into a cutting load according to the sensitivity; performing power outage risk calculation and reliability index calculation; when the calculated data is the research data, comparing the calculated data with the latest real-time data calculation result; alarming when the research calculation result risk is more than the real-time data calculation result. According to the technical scheme, the research data calculation is added, and when overhauling information, load information and running state are changed, the outage risk is compared, so that the assessment accuracy and the decision correctness are promoted.
