MINNESOTA'S METRO AREA ARTERIAL ITS ARCHITECTURE AND DEPLOYMENT PLAN

In the spring of 1999, Mn/DOTs Metro Division realized that in order to effectively move forward with arterial intelligent transportation system (ITS) initiatives, the division would need to develop a next generation plan for what ITS components should be deployed on the principal and minor arterial system. Additionally, arterial management initiatives are being mainstreamed into the traditional funding process within Mn/DOT, which will require some ability to compare traditional projects versus ITS projects. Mn/DOT also wished to position itself to be competitive for federal funds for ITS initiatives. Mn/DOT felt strongly that any effort for arterial ITS planning should be pursued on a regional basis. There were three goals for the contract: 1) Develop a vision for ITS deployment in the eight-county metropolitan area; 2) Develop a regional ITS architecture for the metropolitan arterials; and 3) Develop a short (2000-2005) and a long (2006-2010) term arterial ITS deployment plan for each agency
