SETTING (CAR PARKING) OBJECTIVES

The paper describes the role of car parking schemes in the development of the integrated transport strategy for Leeds, begun in 1990. The strategy was based on five key features: consensus; vision; programme of action; public consultation; and all transport modes. A number of alternative approaches were investigated with five common themes: major road construction; restraint of car use; traffic management; improving existing forms of public transport; and developing new forms of public transport. The resultant strategy included elements of all five themes but concentrated on improvements to all forms of public transport. Improvements in short stay and long stay commuter parking in the city centre were also included to maintain business, shopping and leisure interests. The most important issues that need to be considered in the provision and operation of car parking in the city centre are discussed. For the covering abstract see IRRD 883074.
