The system comprises a clinker grinding process, a slag grinding process and a batching homogenizing process, wherein the clinker grinding process is formed by connecting a clinker silo, a gypsum stockpile, a coal ash storehouse, a ball mill, a powder concentrator, a ball-milling dust collector, a lower air inclined slot of the ball-milling dust collector and a clinker powder storehouse; the slag grinding process is formed by connecting a slag storehouse, a gypsum stockpile, a vertical mill, a vertical-milling dust collector, a lower air inclined slot of the vertical-milling dust collector and a slag powder storehouse; the clinker grinding process and the slag grinding process are connected with the batching homogenizing process; the batching homogenizing process is formed by connecting a clinker powder storehouse bottom batching scale, a slag powder storehouse bottom batching scale, a storehouse bottom air conveying inclined slot, a material mixer and a finished cement storage elevator; the clinker powder storehouse bottom batching scale is connected with the clinker powder storehouse; and the slag powder storehouse bottom batching scale is connected with the slag powder storehouse. Through the utility model, the produced cement has the advantages of low cost and good performance.
