The article is devoted to the organization of public works for the population of the provinces affected by crop failure and famine of 1891-1892. The main stages of organization, types and results of public works are studied in the article. Quantitative data on the number of workers, the kinds of public works, as well as the size of the monetary costs of their organization are presented. The value of community service as a measure of prevention and assistance to the population during the crop failure and famine, as well as the reasons for the failure of public works of 1891-1892 are analyzed. Conclusion that loss of efficiency and public works during food campaign of 1891-1892. as a measure of assistance to the population, comprehend bad harvest is made in the article.
