INTERNATIONAL INSTITUTIONAL DECISION-MAKING CRITERIA AND PROCEDURES AND TRANSPORTATION INFRASTRUCTURE DATA - PHASE I

The aim of this study was to examine investment strategies, decision-making criteria and procedures, and the availability of data pertaining to the highway and transit sectors of the economy. By better understanding the approaches to transportation investments experienced by other countries, decision-makers can gain a better perspective of the conditions of their own transportation infrastructure. To assist in addressing these issues, DRI/McGraw-Hill has completed a thorough investigation of a wide range of issues pertaining to international transportation. In Task I, the study team developed a list of countries that would be most relevant for purposes of comparison to the U.S. In developing this list a wide range of criteria were considered, including scale, economic and demographic trends, political considerations, and likely data availability. In Task II, the team thoroughly researched these countries with respect to road and transit policy-making, decision criteria, objectives, funding, public and private sector roles, land use issues, and operational definitions of key concepts. In Task III, the team developed a topology intended to provide a framework for international comparisons of highway and transit investment and performance, as well as for subsequent Phase II data collection efforts.
