The invention provides a four-rotor aircraft control system based on a dual-tone multi-frequency signal and a method. The four-rotor aircraft control system comprises a dual-tone multi-frequency signal receiving module 1, a dual-tone multi-frequency signal decoding module 5, a main control module 6, a flying control module 11, a power supply module 12 and a user control terminal 18. A number corresponding to a subscriber identity module (SIM) card which is installed on the dual-tone multi-frequency signal receiving module 1 is dialed by a controller. A corresponding key is selected and touched by the controller according to the requirement after the connection, a dual-tone multi-frequency signal corresponding to the key is transmitted to the dual-tone multi-frequency signal receiving module 1, and finally the signal is transmitted to the dual-tone multi-frequency signal decoding module 5 to be decoded. A corresponding binary code is generated through the decoding, the main control module 6 reads the binary code to be solved so as to generate a corresponding pulse position modulation signal, the flying control module 11 obtains the voltage control quantity of a motor through the calculation according to the pulse position modulation signal so as to control the flying posture. Due to the adoption of the control system and the method, a telephone of any model can be connected with a four-rotor aircraft, so that the adaptability is strong, and the control distance is remarkably enlarged.
