Greed and selfishness is the evil part of humanity. Some people who have authority, due to personal misconduct, can’t resist the temptation of money and benefits. They take bribes so often that the government are corrupted and public interests are threatened. If the government is unable to make timely laws and develop measures to effectively combat these acts of corruption, the deeds of corruption will rapidly sprawl and spread like cancer cells and gradually erode the foundations of a nation. Many countries in Asia, the area of rapid political and economic development, are geographically adjacent to one another, which results in the interaction among different social and cultural activities. Based on the estimations from the international research institutions which disclose people’s impressions on the corruption of their governments, this study analyzes the cases of corruption and the effects on the establishment of anti-corruption system and the promotion of the Independent Commission Against in the three Chinese societies: Singapore, Taiwan and China. By the correlation analysis, this study intends to provide the references and revisions for the promotion of the Independent Commission Against, hoping to effectively restrain the spread of corruptions. The study is divided into six chapters. The first chapter points out the motives, purposes, methods, limitations and literary reviews. The second chapter analyzes the causes of corruption, the criminal types and the effects of corruption. The third chapter states the development and establishment of ICAC system in Singapore, exploring and analyzing its successful factors and impacts. In Chapter four and five, the contemporary independent commission in Taiwan and China are individually discussed. They also analyze the reasons for the formation of cross-strait corruption, the establishment of Independent Commission Against institutions and systems, as well as the predicaments and challenges on the promotion of anti-corruption. Finally, Chapter six aims to offer the successful factors for anti-corruption in Taiwan and China.
