A conceptual model of portfolio projects formation reducing of power consumption in electric networks in conditions of indeterminacy (observability, nonverificated information and imperfections of evaluation of technological losses method) is considered. Principles and methods of portfolio projects formation reducing of power consumption in electric network defined. These principles are principle by element calculations, the principle of characteristic modes, the principle of specific days, and the principles in which amount hours of the most losses are used, the principle of medium burdens. Different methods of portfolio projects formation reducing of power consumption in electric networks are used in depends on the completeness of the load elements of the electrical network for the billing period for calculation of load losses. The author offers to use quantum algorithm that are provided necessary level of observation on the base of finder analyze for solutions of the imperfections and falsity information problem. The method on the base of the α-level synthesis has been defined. On the base of the method the main algebraic operations on fuzzy numbers are presented. Using these fuzzy numbers, it can to present node voltage and current intensity of electric potential which for low-voltage networks carry of uncertainly character. The method of evaluation of energy losses in low voltage networks offers. The networks are described a large number of elements. The method is based on the use of fuzzy clustering. The author uses the method of fuzzy c-averages for the clustering of objects.
