On the Principle of Common and Separate Responsibilities Based on Different Attitudes of China, U.S. A and Russia

Compromising through difficult negotiation, every contracting party has made “Kyoto Protocol”finally. In order to promote it to come into force as soon as possible, China has checked and approved“Kyoto Protocol”quickly, while U.S. A goes back on it’s word after signing, which violated the Principle of Common and Separate Responsibilities——one of fundamental principles of international environmental law. Fortunately, Russia’s clear attitude safeguards strongly the principle. This essay analyses different positions of China,U.S. A and Russia and the influence on Principle of Common and Separate Responsibilities, puts forward the way of promoting this principle to be implemented.
