Practical implementation of a new definition of the unit of length

It is suggested that the following two fundamental problems should be solved in order to achieve practical implementation of the new definition of the unit of length: fixation of a plane electromagnetic wave at pecified points in space (from the frequencies of a frequency standard) and precision measurement of time intervals in the course of which an electromagnetic wave travels between these two points in space. A method and system based on an optical meander generator and precision frequency-phase comparator are proposed.
